these topics that are locked are deemed silly and useless, but to whom are they silly and useless to?
the participants of these topics enjoy the sillyness...it helps them unwind after a long day at work...we can't be serious all the time...people need to relax
they may be useless to one, but they are very useless to many others

it's called sarcasm...these "useless" threads really do help us unwind...why can't we have one to ourselves, or better yet, i'll follow your advice and suggest that we create a new topical area...we can call it "Unwind the Workday!"

i could have sworn that topics in "Behind the Banter" were "General topics. When it doesn't fit anywhere else!" so why do topics there get deemed useless?

No. It's about shutting down topics, that only a few of you start, that are either
a) in the wrong forum
b) a clear troll
c) reduced to personal attacks
d) duplicate(s) of existing topics
If you're going to continue to pull the "stuff that you don't like" card, I suggest you find an example that supports it.
I'm fairly positive that every topic I have acted upon clearly fell into one of the above categories.
